摘要：

通过对白俄罗斯明斯克某电站改造工程在施工安装环节组织、流程、技术、人员、外部环境等方面发生的运营风险进行分析，探讨国外总承包项目实施的重点和难点，旨在对电力行业海外总承包工程可能出现的运营风险予以警示，并得出应对措施。

关键词: 运营风险, 电力工程, 海外工程

Abstract:

In the reconstruction project for a power plant in Minsk of Belarus, the operational risk is analyzed on the aspects of construction organization, process, technologies, staff and external environmental factors. In addition, the key issues and difficulties in the implementation of overseas EPC(engineer procure construct) projects are discussed in order to give a warning to other overseas EPC projects of power industry, so that the corresponding measures could be developed and the risks prevented.
