In the environment that distribution network gradually fade from the traditional forms, to ensure stable operation of active distribution network, the use of demand-side management tools is required to coordinate local energy management. Based on promotion active distribution network operation, this paper studied on the demand response safeguard mechanism in-depth. First, based on the operating characteristics of active distribution network, technical support to strengthen implementation for demand response is proposed； And then from the angles of government departments, power companies and users, demand response coordination mechanism is set, to promote active distribution network from the level of the whole society； finally, according to the actual situation of the active distribution network operation, implement demand response planning is designed to ensure the effective implementation of demand response, promoting safe, reliable and economic operation of active distribution network.
