摘要:  随着分布式光伏发电补贴的逐渐降低以及无补贴平价上网进程的推进,分布式光伏发电项目盈利率逐渐降低,影响了发电侧投资的积极性,减缓了清洁发电和分布式能源的建设步伐。在全寿命周期下追踪分布式光伏发电项目的碳排放,将光伏发电产消者(photovoltaic power generation prosumer, PPGP)这类典型分布式光伏发电商纳入碳交易,拓展了其发电成本的分摊途径。文章构建了分布式光伏发电成本分摊博弈模型,通过 MOEA/D-DRA 算法求解各决策量的均衡解,并实现发电成本在发电侧和用户侧的最优分摊。经算例分析说明了碳交易可有效提高发电侧的收益,PPGP在对就近消纳的用户采取优惠措施时,需综合考虑碳价折扣和电价折扣对发电成本回收年限的双重影响。

Abstract: With the gradual reduction of subsidies for distributed photovoltaic power generation and the advancement of unsubsidized parity on-grid, the profitability of distributed photovoltaic power generation projects has gradually decreased, which has discouraged the enthusiasm of investing in distributed photovoltaic power generation projects on the power generation side and slowed down clean power generation and distributed energy construction. The carbon emissions of distributed photovoltaic projects are tracked over the entire life cycle, and typical distributed photovoltaic power generators such as photovoltaic power generation prosumer (PPGP) are covered in carbon trading, which expands cost sharing ways of power generation. In a cost-sharing game model of distributed photovoltaic power generation, by using the MOEA / D-DRA algorithm to achieve the equilibrium solution of decision-making volume, the optimal distribution of power generation costs is realized on the generation and consumer sides. The example shows that carbon trading can effectively increase the revenue on the power generation side. When PPGP adopts preferential measures for nearby consumers, it is necessary to consider the double impact of carbon price discounts and electricity price discounts on the cost recovery period of power generation.
