摘要:

随着碳达峰、碳中和目标的提出,政府主导的碳规制强度日益增大。电力系统作为碳减排主体,将面临碳税与碳交易复合型碳减排政策的约束。研究计及碳税与碳交易替代效应的电力系统低碳经济调度方法,能够协调提升系统运行的低碳性和经济性,具有重要的理论与现实意义。首先在分析碳交易价格波动特征的基础上,采用随机场景法描述碳交易价格不确定性,进而对阶梯型碳税与碳交易替代效应进行建模。之后,建立协调优化碳捕集设备和储能电站的系统两阶段低碳经济调度模型,并结合分段函数线性化和蝙蝠算法对模型进行优化求解。最后,基于某地区的实际参数开展仿真分析,算例结果表明所提模型能够有效提升系统运行的低碳经济水平。

Abstract:

With the proposal of carbon peak and carbon neutrality, the intensity of government-led carbon regulation is increasing. As the main body of carbon emission reduction, the power system will face the constraint of carbon tax and carbon trading combined carbon emission reduction policy. The low-carbon economic dispatch method for power system is studied, which takes into account the substitution effect of carbon tax and carbon trading, can coordinate and improve the low-carbon and economic efficiency of system operation, and has important theoretical and practical significance. On the basis of the analysis on the characteristics of carbon trading price fluctuations, this paper firstly uses the random scenario method to describe the uncertainty of carbon trading prices, and then models the step-type carbon tax and the substitution effect of carbon trading. After that, a two-stage low-carbon economic scheduling model of coordinated optimization of carbon capture equipment and energy storage power station is established, and the model is solved by piecewise function linearization and bat algorithm. Finally, a simulation analysis is carried out applying the actual parameters of a certain area. The numerical results show that the proposed model can effectively improve the low carbon economic level of system operation.
