应对严重自然灾害的省级高压网架增强辅助策略

摘要:

台风、地震等极端自然灾害将破坏电网设备,易造成电网故障与大范围停电,亟需有效策略对复杂网架进行辅助调度,以预防与处置灾害带来的故障。首先,分析了当前高压交流电网故障后的源网荷各侧协调控制技术;然后,侧重构建故障预防与负荷快速恢复的韧性电网,提出一种针对严重自然灾害的高压电网网架增强策略,基于层次库(hierarchical database,HIDB)状态估计断面并采用拓扑搜索技术辨识其薄弱运行环节;而后,针对薄弱运行环节计算其站内与站间连通度,并进一步搜索与其匹配的热备线路投运与母联开关闭合这两类网架增强策略与技术实现方法;最后,采用夏季台风频发的A省电网模型进行相应算例分析,验证所提策略能够准确有效减少电网故障损失,为电网调度工作提供合理辅助决策。

Abstract:

Extreme natural disasters such as typhoons and earthquakes will easily destroy operating equipment and leading to large-scale fault of the power grid and power outages, so there is an urgent need for effective measures to assist the dispatching of complex power grid in order to prevent and deal with the faults caused by disasters. In this paper, the current coordinated control technology of generation-grid-load three sides after the fault of the high-voltage grid is introduced. In addition, according to the calculation of connectivity of weak links between and in stations, the resilient power grid construction technology which include network strengthening strategies for the hot standby lines operation and the bus tie switches closing with their technical implementation methods are proposed in detail. Finally, case studies on the high-voltage grid model of A province power grid prove that the strategy can effectively reduce the loss of power grid fault and provide reasonable auxiliary decision-making for power grid dispatching work.
