Assessment of Power Quality Improvement Potential of New Power Grid Based on (p,q)-Rung Interval-Valued Orthopair Fuzzy Number and Relative off-Target Distance
【目的】 在大规模新能源并网背景下,量化评估电网电能质量提升潜力对后续开展治理服务以及保障电网高效稳定运行至关重要。 【方法】 为此,提出一种基于 阶区间正交模糊数和相对靶心度的新型电网电能质量提升潜力评估方法。首先,构建涵盖电能质量、供电可靠性、服务性及低碳性四个维度的综合评估指标体系。采用基于(p,q)阶区间正交模糊幂加权平均((p,q)-rung interval-valued orthopair fuzzy power weighted average,(p,q)-RIVOFPWA)算子的模糊层次分析(fuzzy analytic hierarchy process,FAHP)法对一级指标主观赋权,再结合改进层间相关性准则重要性(criteria importance through intercriteria correlation,CRITIC)法对二级指标客观赋权,运用线性加权法得到最终权重。其次,引入优劣解距离法(technique for order preference by similarity to an ideal solution,TOPSIS)和Mahalanobis距离,建立基于正负靶心的改进灰靶决策模型,利用相对靶心度量化分析电能质量提升潜力。最后,通过某市的5个典型区域开展算例分析。 【结果】 结果表明,相对靶心度越大的区域电能质量水平越优,相对地,提升潜力就越小。针对单一区域的相对靶心度分析可有效识别影响提升潜力的核心因素。 【结论】 所提模型和方法能够剖析多维度因素对区域电网电能质量提升的影响,准确评估电网电能质量的整体状况,有助于针对性地改善电能质量问题。
[Objective] Under the context of large-scale renewable energy integration,it is crucial to quantitatively assess the power quality improvement potential of power grid for subsequent governance services and ensuring efficient and stable operation of the power grid. [Methods] Therefore,an assessment method for power quality improvement potential of power grid based on the -rung interval-valued orthopair fuzzy number and relative off-target distance is proposed. First,a comprehensive evaluation index system is constructed around four dimensions: power quality,power supply reliability,serviceability,and low-carbon. The fuzzy analytic hierarchy process method based on the -rung interval-valued orthopair fuzzy power weighted average operator is adopted to subjectively weight primary indicators,and the improved criteria importance through the intercriteria correlation method is used to objectively weigh secondary indicators. The final weights are obtained through linear weighting. Second,the technique for order preference by similarity to an ideal solution and Mahalanobis distance are introduced to establish an improved grey target decision-making model based on positive and negative target centers,and the power quality improvement potential is quantitatively analyzed using the relative off-target distance. Finally,case studies are conducted on five typical regions in a certain city. [Results] The results show that the higher the relative off-target distance,the better the level of power quality and the smaller the improvement potential. Analysis of the relative off-target distance for a single area can effectively identify the core factors that affect improvement potential. [Conclusions] The proposed model and method can analyze the impact of multidimensional factors on the improvement in power quality of regional power grid,accurately assess the overall situation of power quality,and help to improve power quality problems in a targeted manner.

With the continuous development of new energy power generation technology, the access capacity of distributed photovoltaics continues to increase, and its impact on the power quality of the distribution network is gradually increasing. The access of distributed power sources brings many problems to the system planning, power quality, and relay protection of the power grid. From the perspective of power quality, this paper analyses the power quality problems caused by the grid-connected distributed power sources and the commonly used improvement methods, and expounds the role of microgrid technology in the hybrid access of multiple distributed power sources to the grid. At the same time, it expounds the technical hotspots of harmonic research on distributed new energy access to the power grid from the aspects of harmonic measurement, harmonic source location and responsibility assessment, harmonic resonance and its instability, and puts forward the future large-scale distributed new. The new harmonic research trend after energy integration provides a theoretical reference for the study of harmonic problems in the distributed new energy grid.

:碳中和目标下,作为中国碳排放主要来源的能源电力系统需要进行“脱碳革命”,其核心是通过颠覆性技术创新应用来重塑能源电力供需形态。运用多层次视角理论分析中国能源电力演变历程,剖析中国能源电力转型面临的问题与挑战,并结合颠覆性技术理论,构建多层次视角下颠覆性能源技术驱动的中国能源电力动态转型框架。根据转型框架,提出多层次视角下颠覆性能源技术驱动的中国能源电力转型路径。在转变路径与技术替代路径并存阶段(转型初期),培育具有颠覆式变革前景的能源技术。在重构路径阶段(转型中期),颠覆性技术进入成长扩散期,逐渐形成新的技术组合和管理体制,大范围重构现行高碳的能源社会技术体制。在解构和重置路径阶段(转型后期),颠覆性技术进入成熟稳定期,驱动能源结构发生根本性变革,建成清洁低碳、安全高效的新型能源体系。
To achieve carbon neutrality, the energy and power system, the main source of Chinas carbon emissions, needs to undergo a “decarbonization revolution”. The core of this revolution involves reshaping the pattern of energy supply and demand by applying disruptive technological innovations. Using the theory of a multilevel perspective to analyze the evolution of Chinas energy and power systems, issues and challenges are presented. Combined with the theory of disruptive technology, this study constructed a framework for Chinas dynamic energy and power transition driven by disruptive energy technologies from a multilevel perspective. The proposed transition framework provides pathways for Chinas energy and power transitions driven by disruptive energy technologies from a multilevel perspective. Energy technologies with the potential for disruptive changes are cultivated in the transformation pathway and technological substitution (early stage of the transition). In the reconfiguration pathway phase (mid-period of the transition), disruptive technologies enter a period of growth and diffusion, gradually shaping new technology mixes and regimes, and the existing high-carbon energy socio-technical regime is being reconfigured on a large scale. In the dealignment and realignment pathway (late stage of the transition), disruptive technologies enter a mature and stable phase, driving a fundamental change in the energy structure and achieving a new type of energy system that is clean, low-carbon, safe and efficient.

This study employs the Delphi method to ascertain intercultural scholars’ current consensus on a definition, specific components, and key evaluation criteria of intercultural competence. Sixty-eight leading intercultural scholars from Euro-American and East-Asian countries participated in this study. The results are largely congruent with the previous study, nonetheless some new elements emerge from this study. Based on the findings, intercultural competence is redefined and a multicultural model is proposed.

全球气候变暖导致海域极端风暴事件频繁发生,引发海上风电大规模爬坡,影响岸上主网的安全运行。通过电解制氢系统,海上风电制氢联合运行系统将富余风电功率转换为氢能,降低了弃风率和弃风惩罚成本;同时,可以出售氢能获利,提升了经济效益。提出了一种考虑风电不确定性的爬坡控制策略。首先,比较了传统风电场与风电制氢联合运行系统在极端风暴下的爬坡特性,分析了风电制氢联合运行系统的爬坡抑制特性;然后,使用机会约束规划方法构建了考虑源-储-荷运行特性与海上风电不确定性的爬坡控制模型,通过求解爬坡控制模型给出了爬坡控制策略;最后,基于客观权重赋权法(criteria importance though intercrieria correlation,CRITIC)-优劣解距离法((technique for order preference by similarity to ideal solution, TOPSIS)综合评价模型对不同置信度下系统附加运行成本与不确定性资源投入率进行分析,得到最佳置信度。仿真结果表明,同样采取并网功率爬坡控制的情况下,海上风电制氢联合运行系统的综合运行成本(29.87万元)远低于海上风电场(133.28万元,包括弃风惩罚)。在考虑风电不确定性情况下,置信度取0.98可以均衡系统的成本控制与风险抑制效果。
The global climate change has resulted in frequent extreme storm events in marine areas. Consequently, significant offshore wind power ramps have occurred, thus affecting the safe operation of onshore main grids. Through an electrolysis system, the offshore wind-electrolysis joint system (OWEJS) converts surplus power into hydrogen power, thereby reducing wind-power curtailment rates and penalty costs. Meanwhile, the OWEJS can sell hydrogen power and enhance its economic benefits. This study proposes an OWEJS ramp-control scheme that considers wind-power uncertainties. First, the ramp characteristics of conventional offshore wind farms and the OWEJS under extreme storms are compared, and the ramp-suppression characteristics of the OWEJS are investigated. Second, chance-constrained programming is performed to construct a ramp-control model that considers the “source-storage-load” operating characteristics and offshore wind-power uncertainty. Finally, the CRITIC-TOPSIS comprehensive evaluation model is used to analyze the additional operating costs and uncertain resource-usage rates at different confidence levels to obtain the optimal confidence level. Simulation results show that under the same grid-power ramp-control conditions, the comprehensive operating cost of the offshore wind and hydrogen co-generation system is 0.29 million yuan, which is significantly lower than the 1.33 million yuan for offshore wind farms. When considering wind-power uncertainty, a confidence level of 0.98 can offer balance between cost control and risk mitigation. |

在现实生活中,由于信息的不完全性和认知的不充分性,多数决策对象具有强烈的多源不确定性特点,存在多种不确定性因素共存的现象.针对目前灰靶决策模型未充分考虑决策对象多种不确定性因素共存的局限,以及确定决策指标权重时未深入探讨指标间相关性的问题,首先引入广义灰数的表征形式对指标属性值进行统一表征,并提出广义灰数的一致效果测度模型,然后根据传统主成分分析法确定权重时所存在的二次加权放大问题,揭示指标差异性与相关性对二次加权的影响,通过改进调节变量对原始主成分权重进行修正,接着将传统的灰靶决策模型扩展为广义灰数形式,构建基于加权欧式距离的广义灰靶靶心距模型,并据此建立基于改进调节变量主成分权重的广义灰靶决策模型.最后通过案例研究,验证本文模型的合理性和可行性.
