变电工程建设质量监督体系及其组合赋权评判方法

Quality Supervision System of Substation Project Construction and Its Evaluation Method based on Combination Weighting

为更科学、全面、客观地对变电工程建设的质量进行监督,选取合适的评判指标建立了变电工程建设质量监督体系。结合具有主观估测特点的层次分析法和定量客观计算的熵权法,赋予指标组合权重,并将该组合赋权分别结合专家评分法和模糊综合评判法对变电工程建设的质量进行评判,判别变电工程建设质量是否合格或评价工程质量水平。以湖南某220 kV变电站建设工程的质量监督为例,将分析结果与传统的质量监督结果进行对比。结果表明,基于组合赋权的评判法较客观,准确地反映了工程建设的实际情况,而且结果更加直观。

Abstract:

In order to supervise the quality of substation project construction more scientifically, comprehensively and objectively, quality supervision system and evaluation indicators of substation construction project were proposed. Based on the analytic hierarchy process with the characteristic of subjective estimation and the entropy weight method with objective quantitative calculation, the combined weight of index was given. Combined with expert evaluation method and fuzzy comprehensive evaluation method respectively, the combination weighting was used to evaluate the quality of substation construction project in order to determine whether the quality of power construction project was qualified or not. Taking the quality supervision of civil engineering in a 220 kV substation construction project in Hunan as an example, compared with the traditional method of quality surveillance, the method based on combined weights reflects the actual situation of engineering construction more objectively and accurately, meanwhile the results are more intuitive.
