摘要:

当前外来电不参与受电省份的深度调峰,导致受电地区电力调峰资源不足。受调度"三公"影响,机组调停调度以"轮停"为主,运行效率较低。该文在现行运行规定的基础上,建立了外来电分摊受电省份机组辅助服务成本的分摊模型和基于报价、补偿的调停调度交易模型,应用公平分配理论中的"无嫉妒"性,给出了市场定价和结算规则。论证了在该文所述的调停交易机制下,参与市场机组报价的策略自明性。对调停调峰市场实施过程中需要注意的问题进行了讨论。通过浙江电网实际算例,表明该文模型能够平衡各方利益,解决当前机组调停的公平效率问题。

Abstract:

The imported power does not participate in the deep peak-regulation at present, which leads to the deficiency of the peak-regulation resources in the receiving-end region. Following the "Equity, Openness, Justice" dispatch principle, "rolling shut-down" is the main mechanism for unit commitment, which has low operation efficiency. Based on the existing operation regulations, this paper establishes an allocation model of ancillary service cost for units in energy-importing region with considering the participation of import power, formulates a shut-down trading model based on quotation and compensation mechanism, and presents the market pricing and settlement rules following the "no envy" concept in fair distribution theory. The self-enforcing strategy of the unit quotation under the proposed shut-down trading mechanism is proved. We discuss the problems that need attention during the implementation of shut-down peaking market. Through the realistic examples in Zhejiang power grid, it is showed that the proposed model can balance the interest of different entities and solve the fairness and efficiency problems of shut-down peaking.
