摘要: 实时偏差电量结算机制是电力市场交易体系的重要组成部分。售电公司实时市场的偏差电量在该机制下会给其带来一定的收益损失风险。文章针对未来广东省电力现货市场即将推出的用户侧允许申报偏差外收益处理机制,引入用户侧可调节资源,提出了降低售电公司实时市场偏差电量的管控策略,建立了不同风险接受程度下售电公司实时偏差电量管控策略约束条件,在极限学习机预测与场景缩减的基础上进行了算例仿真。通过敏感性分析,研究了预测精度、用户侧资源特性以及成本对售电公司实时偏差电量管控的影响。

Abstract: Settlement mechanism of real-time deviation power is an important part of electricity market system. The deviation power of electricity retailers in real-time market will bring certain risk of loss of income under this mechanism. In view of upcoming deviation power settlement mechanism in spot market of Guangdong Province, this paper proposes a control strategy to reduce real-time market deviation of electricity retailers. The constraints of power control strategy of electricity retailers under different risk acceptance levels are established. Case study is carried out on the basis of the prediction of extreme learning machine and the reduction of scene. Through sensitivity analysis, effects of prediction accuracy, user-side resource characteristics and cost on the real-time deviation of power control of power sales companies are studied.
