中国绿证市场的现状分析与交易机制优化

Status Analysis on Chinese Tradable Green Certificate Market and the Optimization of Trading Mechanism

摘要: 在绿色电力证书(tradable green certificate, TGC)市场中,采用有效的交易机制和竞价策略对提高市场效率有着至关重要的作用。首先,在现阶段我国绿证市场采取自愿认购的框架下,介绍了我国的绿证交易机制,并从绿证定价和市场绩效两方面分析了我国绿证市场现状;然后,为了提高市场效率和社会福利提出了多回合集合竞价交易机制,考虑到需要多回合的报价和投标,设计了粒子群优化(particle swarm optimization, PSO)自适应竞价策略,使得买卖双方可以根据市场情况及时调整竞价策略;最后,通过仿真验证了交易机制和竞价策略的可行性和有效性。

Abstract: In the market of tradable green certificate (TGC), an effective trading mechanism and good bidding strategy plays an important role for improving its efficiency. Firstly, under the circumstances that the TGC trades are voluntary in China now, the trading mechanism is introduced and the studies are done on the two aspects of pricing and market performance. Next, on the basis of these analyses, an appropriate multi-round call auction mechanism is designed for improving the efficiency and social welfare, in which a particle swarm optimization (PSO) adaptive bidding strategy  is proposed to accomplish a multi-round quotation and bidding process. This bidding strategy can make both sides of TGC buyers and sellers to adjust their biding price and quantity dynamically. Finally, some experiment simulations are done to verify the feasibility and effectiveness of the trading mechanism and bidding strategy.
