基于熵值法和DEA的增量配电价格制定方法

Pricing Model of Incremental Power Distribution Based on Entropy Value and the DEA Method

摘要: 制定合理的增量配电价格能够激励多主体投资增量配电网,提高配电网运营效率。首先,分析准许收益法、招标定价法、标尺竞争法、最高限价法4种基本定价方法适应性。然后,考虑配电网效率的影响因素复杂性,从生产运营、服务质量等多角度,基于熵值法和数据包络分析(data envelopment analysis,DEA)建立增量配电网效率评估模型,避免人为赋权重存在的主观性问题。最后,分析增量配电网不同发展阶段需求,分别建立增量配电网初级阶段和成熟阶段的改进最高限价法定价模型。算例仿真,所提定价方法在增量配电网发展的初期阶段,能够促进增量配电网的投资;在成熟阶段,能够激励配电企业提高投资运营效率。

Abstract: The establishment of reasonable incremental distribution price can stimulate multi-agent investment in incremental distribution network and improve the efficiency of distribution network operation. Firstly, the adaptability of the 4 basic pricing methods, namely the permitted income method, the bidding pricing method, the ruler competition method, and the ceiling price method, is analyzed. Secondly, considering the complexity of the factors affecting the efficiency of distribution network, on the basis of the entropy method and data envelopment analysis (DEA), the efficiency evaluation model of incremental distribution network is established from the perspectives of production operation and service quality, which can avoid the subjective problems in calculating index weights. Finally, the demand of incremental distribution network at different stages is analyzed, and the improved price cap model is established at the primary and mature stages of incremental distribution network. The example shows that the proposed pricing method can promote investment in the initial stage of the development of incremental distribution network, and can stimulate the distribution enterprises to improve the efficiency of investment and operation in the mature stage.
