Deviation Electric Quantity Processing Method in Cross-Regional and Cross-Province Electricity Transaction Based on Virtual Time-of-Use Power Price

摘要: 偏差电量的处理作为交易结算工作的关键问题之一,无法适应电力市场环境下结算工作的要求,该文针对这一问题进行了讨论。总结了国内外偏差电量的相关研究,对跨区跨省电力交易中的偏差电量进行了分析,说明了偏差电量的实时价格属性;提出了基于虚拟分时电价的偏差电量处理方法,该方法利用1天中96个点的计划和计量数据,根据成分电量购售双方的负荷数据划分峰、平、谷时段,并利用虚拟分时电价修正偏差电量的分摊比例;最后,利用实际电网运行交易数据进行了算例分析,仿真结果更为合理地实现了偏差电量的分摊,说明了方法的有效性和实用性。

Abstract: The processing method of deviation electric quantity is a key problem of the settlement work of power transaction. But the current methods are unable to meet the requirements of settlement work under electricity market environment. Aimed at this problem, this paper carries on the related research. We summarize the researches on deviation electric quantity at home and abroad, analyze the deviation electric quantity of cross-regional and cross-province electricity transaction, and illustrate the real-time price property of the deviation electric quantity. The processing method of deviation electric quantity based on virtual time-of-use power price is proposed, which utilizes the planed and measured data of 96 points in one day, divides the peak and valley time based on the load data of both purchasing and selling participants of electric quantity ingredients, and corrects the allocation ratios of deviation electric quantity with using the virtual time-of-use power price. Finally, we carry out case studies based on the practical operation and transaction data of power systems. The simulation results show that the deviation electric quantity allocation result is more reasonable, which illustrates the effectiveness and practicability of the method.
