基于长期边际成本的输配电定价方法及在英国高压配电定价中的应用

摘要： 输配电定价是电力市场化改革的重要任务之一，该文对输配电定价中的长期边际成本方法进行了全面的总结和分析，给出了长期输配电边际成本的定义，对其计算中的一些关键环节进行了分析，包括边际成本计算的数学方法、支路边际成本的计算方法、基准方式的选取、成本的分摊及用户的电价结构等。最后对长期边际成本法在配电定价中的实际应用案例——英国特高压配电定价方法进行了介绍，结合简单算例对2种定价方法进行了对比分析，并针对我国的具体情况提出了应用的建议。

Abstract: Transmission and distribution pricing is one of the important tasks of electricity market reform. This paper systematically summarizes and analyzes the long run marginal cost method in the transmission and distribution pricing, presents the definition of the long run marginal cost in the transmission and distribution pricing, and analyzes the key links in the calculation, including the mathematical method of marginal cost calculation, the calculation method of branch marginal cost, the selection of base operation mode, the cost allocation method, the tariff structure of users, etc. Finally, this paper introduces the actual application case of long run marginal cost method in distribution pricing- the EHV Distribution Pricing in UK, analyzes and compares the two pricing methods with using simple calculation principle, and proposes some suggestions for the application in China based on the specific condition of our country.
