Distribution Network Efficiency Evaluation Based on Environmental Differences

摘要: 为科学评价配电网效率,指导配电网建设规划和投资,提出考虑环境差异的效率评估方法。首先,应用改进的系统聚类方法对评价对象进行了分类;其次,应用改进的数据包络分析(data envelopment analysis,DEA)方法计算了评价对象的配电网效率;最后,对同一类别评价对象的技术效率进行了评估,并提出了相应的改善措施和建议。以2013年浙江省地区的配电网为例进行了算例分析。结果表明,提出的效率评估方法是合理的,各地区的配电网效率确实受环境因素的影响较大,若要改善效率,需同时从投入侧和产出侧提升配电网管理能力。

Abstract: To scientifically evaluate the efficiency of distribution networks and guide the planning and investment of distribution networks, this paper proposes the efficiency evaluation method with considering the environmental differences. First, we use the improved system clustering method to classify the evaluated objects; then, use the improved data envelopment analysis method (DEA) to calculate the efficiency of the evaluated distribution networks; finally, evaluate the technical efficiency of the same type of evaluated objects and propose the corresponding improvement measures and suggestions. We take the distribution networks in Zhejiang province in 2013 as examples for the analysis. The results show that the proposed efficiency evaluation method is reasonable. The efficiency of distribution networks is indeed susceptible to environmental factors; therefore, the management of distribution networks must be improved on both the input side and output side .
