电网评估指标体系的构建及应用

摘要:

随着电网规划与管理工作日益精益化的要求,迫切需要建立科学客观的电网评估指标体系。文章从电网发展特性及价值取向出发,将电网发展评估划分为安全、可靠、优质、协调、经济、高效、智能共7个子系统。从这7个方面,分别建立了三级指标,并进行了解释说明,同时分析了指标间的相互关系。最后,以某一省域电网为例,应用指标体系对其“十一五”期间的电网发展进行评价。该指标体系具有系统、全面、客观的特点,对推进电网科学发展,提高电网管理水平具有重要意义。

Abstract:

With the increasingly fine requirements about network planning and management work, it is urgent to establish a scientific and objective assessment index system. According to power grid’s characteristics and value orientation,the assessment is divided into 7 sub-system: security, reliability, quality, coordination, economic, efficiency and intelligence. From above 7 aspects, the paper separately explains three-class indexes concerned, and analyses the relationship between the indexes. Finally, take the case of a provincial power grid , the index system is applied to assess its development standard in 2005 to 2010 period. With the features of systematize and objectivity, the index system is important to improve the grid scientific management level.
