基于智能电网自动化调度思想，技术先进、功能实用的地、县一体化调度自动化系统已成为电网发展的客观要求。通过对国内多个地、县调度自动化系统管理及建设模式的分析研究，结合江苏电网的实际情况，提出了科学、合理、高效的地、县一体化调度自动化系统建设方案，为地、县调度管理体制改革做出了积极的探索。

Under the new situation of power grid development and new requirements of With the development of power dispatching automation systems of smart grid, it is necessary to build an unified city and county dispatching automation system featured as being pragmatic and technologically advanced. Based on the analysis on management and construction mode of several city and county dispatching automation systems, and combined with the actual situation of power grid system in Jiangsu province, a scientific, reasonable and effective construction scheme for city & county integration dispatching automation system was proposed, which contributed to the reform of city & county dispatching management system.
