风电经过“十一五”期间一轮快速发展后，其中出现了种种问题。如何做到风电又好又快发展，实现风电发展的“五个转变”，成为风电企业、电网企业乃至全社会共同关注的课题。从科学规划、规范设计、有序发展3个层面，阐述实现风电可持续、健康发展的有效途径。

With the rapid development of wind power in China during the eleventh five-year plan, utilities face many problems and challenges occurring in wind farms and power grids. It is necessary to pay attention to efficiently develop wind power and successfully make five changes. Therefore, the sustainable and effective ways to develop wind power are proposed in this paper from scientific planning, standard design and orderly construction points of view.
