摘要

为满足坚强智能电网建设的需要,根据国家电网公司统一部署,作为山东电力应急体系建设的重要组成部分,山东电力集团公司建设完成了机动应急通信系统。结合山东地区地理和交通情况,以机动应急通信和应急分区为理念,以卫星通信和3G通信为核心,以计算机网络、语音软交换、数字无线对讲、视频会商、音视频信号采集及处理等技术为基础,介绍了山东电力应急通信系统建设方案。

Abstract

In order to meet the need of strong smart grid construction, Shandong Electric Power Company had built a vehicle-based emergency communication system as a very important part of emergency system construction, under the unified arrangement of State Grid. According to the geography and traffic condition in Shandong Province, with the ideas of vehicle-based emergency communication and emergency division and the core technologies of satellite communication and 3G communication, this paper introduced the construction scheme of vehicle-based communication system, based on the technologies such as computer network, soft switch voice processing, digital wireless talkback, video conference and AV (audio/video) signal acquisition and processing system.
