摘要

【目的】针对火电机组碳排放强度大,现行年度碳交易机制对系统季节性约束不足以及富氧燃烧与生物质混燃碳捕集电厂(biomass co-firing carbon capture power plants, BCCPP)协同降碳机制缺失等问题,提出一种考虑富氧燃烧与季节性碳交易的园区综合能源系统(park-level integrated energy systems, PIES)优化调度方法。【方法】首先,将富氧燃烧技术引入生物质混燃碳捕集电厂,构建富氧燃烧BCCPP模型,实现富氧燃烧与生物质混燃在碳捕集层面的技术协同,建立包含“能量层-碳管理层-调度层”的PIES运行框架模型;其次,为突破传统基准线法单一指标分配的局限,破解园区多碳排放主体间配额分配的公平性难题,提出考虑灰色关联度法(grey relational analysis, GRA)和逼近理想解排序法(technique for order preference by similarity to an ideal solution,TOPSIS)的多指标碳配额分配模型,激励PIES内部多碳排主体低碳经济运营;最后,为适配PIES季节性特征,依据碳配额与实际碳排放量对阶梯式碳交易重新分级,并在阶梯碳价基础上引入奖惩因子,形成适用于园区实际运营的考虑奖惩机制的季节性碳交易机制。【结果】富氧燃烧与BCCPP协同运行使碳捕集能耗降低36.31%、机组碳排放减少56.15%。在结合GRA-TOPSIS的多指标碳配额分配和季节性碳交易机制后,PIES年度碳排量降低26 577.68 t,且运行成本降低约5.09×10⁶元,降幅达0.75%。【结论】算例验证结果表明,季节性碳交易机制通过配额差异化分配主动调整各季节配额盈缺状态,实现了跨季节碳配额的优化配置,在实现PIES经济与低碳效益的协同优化方面更有优势。

Abstract

[Objective] To address the issues of high carbon emission intensity in thermal power units, insufficient seasonal constraints of the current annual carbon trading mechanism, and the lack of synergistic carbon reduction mechanisms for oxy-combustion and biomass co-firing carbon capture power plants (BCCPP), this paper proposes an optimal scheduling method for park-level integrated energy systems (PIES) incorporating oxy-combustion and seasonal carbon trading. [Method] Firstly, the oxygen-enriched combustion technology is introduced into the biomass co-combustion carbon capture power plant, and the BCCPP model of oxygen-enriched combustion is constructed to realize the technical coordination of oxygen-enriched combustion and biomass co-combustion at the carbon capture level, and a PIES operation framework model including “energy layer-carbon management layer-scheduling layer” is established. Secondly, in order to break through the limitation of single index allocation of traditional baseline methods and solve the fairness problem of quota allocation among multi-carbon emission entities in the park, a multi-index carbon quota allocation model considering grey relational analysis (GRA) and technique for order preference by similarity to ideal solution (TOPSIS) is proposed to stimulate the low-carbon economic operation of multi-carbon emission entities in PIES. Finally, in order to adapt to the seasonal characteristics of PIES, the step-by-step carbon trading is reclassified according to carbon quotas and actual carbon emissions, and the reward and punishment factor is introduced on the basis of the step-by-step carbon price to form a seasonal carbon trading mechanism considering the reward and punishment mechanism suitable for the actual operation of the park. [Results] The combined utilization of the oxy-combustion BCCPP reduces the energy penalty for carbon capture by 36.31% and cuts the carbon emissions of the generating units by 56.15%. With the integration of the GRA-TOPSIS-based multi-index carbon quota allocation and the seasonal carbon trading mechanism, the annual carbon emissions of the PIES are lowered by 26,577.68 tons, while the operational cost decreases by approximately 5.09×10⁶ CNY, representing a reduction of 0.75%. [Conclusion] Case verification confirms that the seasonal carbon trading mechanism, via differentiated seasonal quota allocation, realizes cross-seasonal quota optimization and enhanced PIES economic-low-carbon coordination.
