Impact Analysis of Direct Power-Purchase of Large Users on Clean Energy Development

Abstract:

With the development of the direct power-purchase of large users, it is necessary to analyze its impact on the development of clean energy. This paper analyzes the quantity need of the direct power-purchase for large users and the cost of thermal power, researches the equilibrium states of large users' transactions without direct power-purchase, and analyzes the equilibrium state under direct power-purchase of large users with or without power generation monopoly. We further calculate the average profit rate of thermal power enterprises under the equilibrium state, and analyze the change of these rates before and after the direct power-purchase development. The average profit rates after the direct power-purchase development of thermal power enterprises are lower than before. In the full consumptive requirements of clean energy, this paper analyzes the profit rates of clean energy, and then compares the average profit rate and relationship of thermal power and clean energy before and after allowing direct power-purchase of large users. Through the comparison and analysis, the direct power-purchase of large users won't have long-term negative impact on the development of clean energy. Breaking the monopoly of regional power generation side and making appropriate prices of clean energy sale, thermal power sale and large users purchase without direct power purchase and wheeling cost with direct power purchase are key factors for promoting clean energy development.
