Operation Mechanism Suggestions of Demand-Side Resources in Electricity Market under Retail Power Market Deregulation in China

Abstract:

Demand response plays an important role in maintaining the economy and stability of the power system operation. Moreover, it is advanced in high efficiency, low cost, high response speed and high environment benefit. The application and management of demand-side resources are important parts of smart grid construction. The study on demand-side resources in China is still in the primary stage, but the development of electricity market and the deregulation of retail power market provide a broad prospect for it. This paper summarizes the current situations of demand-side resources and demand response in China and studies the influence of retail power market deregulation. On the basis of demand-side resource application and management experiences from foreign countries, we provide suggestions for demand-side resources to participate in the system operation under retail power market deregulation from three aspects of theory, technology and policy. It is pointed out that besides the enhancement in demand-side resource characteristic study and the improvement in smart grid equipment installment, the political support is also needed to encourage the development of demand-side resources in China.
