With the increasingly fine requirements about network planning and management work, it is urgent to establish a scientific and objective assessment index system. According to power grid’s characteristics and value orientation，the assessment is divided into 7 sub-system: security, reliability, quality, coordination, economic, efficiency and intelligence. From above 7 aspects, the paper separately explains three-class indexes concerned, and analyses the relationship between the indexes. Finally, take the case of a provincial power grid , the index system is applied to assess its development standard in 2005 to 2010 period. With the features of systematize and objectivity, the index system is important to improve the grid scientific management level.
