In the reconstruction project for a power plant in Minsk of Belarus, the operational risk is analyzed on the aspects of construction organization, process, technologies, staff and external environmental factors. In addition, the key issues and difficulties in the implementation of overseas EPC(engineer procure construct) projects are discussed in order to give a warning to other overseas EPC projects of power industry, so that the corresponding measures could be developed and the risks prevented.
