Abstract: In order to meet the need of strong smart grid construction, Shandong Electric Power Company had built a vehicle-based emergency communication system as a very important part of emergency system construction, under the unified arrangement of State Grid. According to the geography and traffic condition in Shandong Province, with the ideas of vehicle-based emergency communication and emergency division and the core technologies of satellite communication and 3G communication, this paper introduced the construction scheme of vehicle-based communication system, based on the technologies such as computer network, soft switch voice processing, digital wireless talkback, video conference and AV (audio/video) signal acquisition and processing system.
